El rechazo de la demanda se dio porque el demandante no logró poner de presente de manera suficiente, el deber específico que la Constitución le impone al Legislador respecto del término preciso y determinado para el envío de la notificación por aviso, lo cual implicó el incumplimiento del requisito de especificidad.
